在当前加快经济社会发展全面绿色转型背景下，分布在燕山余脉上的丰润矿山治理刘家营片区将在矿山治理基础上，以“生态保护修复+产业导入”方式，实现社会资本进得去、退得出、有收益；围绕构建“谁修复、谁受益”的生态保护修复市场机制，推动实现生态效益和经济社会效益相统一。

设计说明

丰润区，位于唐山市北部。受华北平原沉降带与燕山台褶断带影响，形成东北高、西南低的地貌特征。唐山城市山体人文纪念园位于丰润区矿山治理刘家营片区A区，交通便利，西侧为京抚线，东侧为龙扒山山脉，设计区域面积为60.3万平方米，约905亩，南北长约1600米 东西长约500米。

Fengrun District is located in the north of Tangshan City. Affected by the subsidence zone of the North China Plain and the fold fault zone of the Yanshan Platform, the geomorphic features are high in the northeast and low in the southwest. Tangshan Urban Mountain Sports Humanities Memorial Park is located in Area A, Liujiaying Area, Fengrun District Mine Management. It has convenient transportation, with Beijing-Fujiang Line on the west and Longpashan Mountain on the east. The designed area is 603,000 square meters, about 905 acres, and it is about 905 acres from north to south. 1600 meters long from east to west is about 500 meters.

经过对场地研究，我们以修复为先、生态联动的模式诠释“三个实现”，创立“一个目标”。

三个实现：

一是区域文化地标，成为中国传统节庆文化、唐山地域民俗文化体验示范地；二是海绵城市典范，2021唐山市从众多城市中脱颖而出，成为系统化全域推进海绵城市建设示范城市。我们将在此实现唐山首个雨水花园示范体验区，提供环境学习教育机会，让更多人了解海绵城市；三是红色教育基地，融入爱国主义教育功能，传承新时代红色文化。

The first is a regional cultural landmark, which has become a demonstration site for traditional Chinese festival culture and Tangshan regional folk culture experience; the second is a model of sponge city. In 2021, Tangshan will stand out from many cities and become a model city for systematically promoting sponge city construction. We will realize the first rain garden demonstration experience zone in Tangshan here, and provide environmental learning and education opportunities to let more people understand the sponge city; third is the red education base, integrating the patriotic education function, and inheriting the red culture of the new era.

一个目标：

南湖也曾是唐山的采煤塌陷区，是距离城区最近的“工业疮疤”。唐山市经过持之以恒的生态建设，让昔日采煤塌陷区转变为全国最大的城市中央生态公园。

此次刘家营治理A片区属于废弃矿业采石场，我们对被破坏的生态环境进行恢复，以及对土地资源持续利用。与南湖形成生态联动，最终建成一座城市山体人文纪念园，打造唐山新名片。

Nanhu was also the coal mining subsidence area in Tangshan, and it was the closest "industrial scar" to the city. Tangshan City, through persistent ecological construction, transformed the coal mining subsidence area into the largest urban central ecological park in the country. The Liujiaying treatment area A belongs to an abandoned mining quarry. We have restored the destroyed ecological environment and continued to use land resources. Formed an ecological linkage with Nanhu Lake, and finally built an urban mountain and humanistic memorial park, creating a new name card for Tangshan.

园区划分为五大特色区域，民俗体验园、艺术骨灰林构建成了园区北侧的纪念版块，大地植物园、红色教育园构建成了园区南侧的教育版块，保育生态林构建东侧生态廊道。

The park is divided into five distinctive areas. The folk custom experience garden and the art ashes forest form the commemorative section on the north side of the park, the Earth Botanical Garden and the Red Education Park form the education section on the south side of the park, and the conservation of ecological forests builds an ecological corridor on the east side.
